Vintage Wood & Metal Coffee Grinder Mill Hand Painted Flowers Blue Decorative

This vintage coffee grinder is beautifully decorated with a floral motif on a blue background. I don't know much about coffee grinders but I will do my best to describe. Around the top it is a little darker where I think dust/dirt built up and I haven't tried to clean it. I don't know if it is functional. The drawer is clean so it may not have been used and only been decoration. When I bought the piece, there was a nut and washer in the drawer and I am not sure if it goes to the piece or not, so I am leaving it in there. It measures about 4.625" wide x 8.75" tall to the top of the handle. Unsure of age, not marked other than original price sticker on the bottom.
