It is often wrapped around the rifle's stock for a faster grasp, also to avoid burning oneself (specifically one's cheek while aiming), as the metal stock heats up in the sun (the same refers to winter when the metal gets very cold). The tourniquet wrapping also acts as a cheek pad for soldiers.
