Is your old or just recent controller bad?..First off we dont send out untested items,so its NOT BAD..
You must test your batteries with a multimeter,,I dont care if they are new,show fully charged or if you ran the motor direct off the batteries,,that is not going to help determine if they are bad,the motor will run off a 9volt battery but the controller will not..
Each battery should put out 12.8-13.8,total..easily..Test it at the red and black wires going into the controller...If the batteries show less than 11v on each they are VERY weak and possibly dead and sometimes needs removed out of a series and charged separatly with a 2 amp battery charger.
The brake switch could be bad so you must unplug the brake switch to bypass it,it will run without it hooked up.
Next is test your motor,,run the batteries direct to the motor to determine if it is bad.
