"Effective November 6, 2023, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 604.9.5.5, to reflect the Postal Service’s discontinuing guaranteed-service postage refunds for Priority Mail Express® mailpieces destined to or originating from Alaska or Hawaii. The Postal Service has determined that operationally it cannot meet service commitments for Priority Mail Express mail destined to or originating from Alaska or Hawaii. Postage refunds for loss will still be available for mailpieces destined to or originating from Alaska or Hawaii. USPS tracking appears suspect as to the Last known processing was done in San Francisco. No further update has been given by USPS. I still want the item, however, I'm leaning towards a refund if the item is not delivered.
