This is a portrait of Friedrich Engels on a very thin piece of cloth or linen, made in China. 4.25-inches by 6.5 inches. I have no idea what it is intended for, it is not an iron on patch, although it seems like it could be glued onto most surfaces. I have many of these, and of other well-known communist leaders from Russia & China & elsewhere.
