This is a Duncan parking meter COIN VIEW LENS AND BRASS KEEPER.  It is solid and in fairly good shape, but has crazing in the surface layer. To find one without crazing is difficult and a lot more expensive! 

Crazing

Crazing is also called hairline craze. Crazing in unlike cracks, crazes are able to support stress.
