Exceptionally nice and very unusual Fraternal Ballot Box
Made of Oak
Handle on the top; Drawer to hold marbles; Domed shape top
12 1/4" long by 7 1/4" wide by 6 1/4" tall
13 white "marbles", 1 sq black one
Opening leading from the open back portion of the box to the drawer
My educated guess would be hand made. One side of the front of the box is slightly higher than the other. See pics

Be the only one on your block to have one. Seriously, it is really cool. Part of my moms estate.
